Visiting rules

1. GENERAL PROVISIONS
1.1. The PANORAMA360 observation deck is open to visitors Monday through Thursday from 11:00 AM to 9:00 PM; Friday from 11:00 AM to 10:00 PM; Saturday from 10:00 AM to 10:00 PM; and Sunday from 11:00 AM to 9:00 PM.
1.2. Admission to PANORAMA360 is subject to a specific admission fee. Admission fee information is available on the official PANORAMA360 website pnr360.ru in the “Tickets and Prices” section.
1.3. According to the safety data sheet, the capacity of PANORAMA360 is 850 people.
1.4. The start time of each session is determined by the Session Schedule, which is published on the official PANORAMA360 website pnr360.ru in the “Buy a Ticket” form.
1.5. Session Duration. The duration of your stay at the PANORAMA360 Observation Deck during the PANORAMA360 Observation Deck’s operating hours is unlimited, unless otherwise indicated on the ticket and/or on the Observation Deck’s website. If your stay at the PANORAMA360 Observation Deck is less than 1 hour, the PANORAMA360 Observation Deck is considered to have fulfilled all its obligations in full, and the Ticket price will not be subject to any reduction.
1.6. Tickets for the PANORAMA360 Observation Deck may be purchased at any time before the start of the relevant session and close 1 minute before the start of the next session. To avoid misunderstandings or conflicts, we recommend arriving at the PANORAMA360 box office in advance.

Box office hours:
Monday–Thursday: 11:00–21:00; Friday: 11:00–22:00; Saturday — from 10:00 to 22:00; Sunday from 11:00 to 21:00.

The Observation Deck offers services with a limited number of tickets and group services on a first-come, first-served basis. Previously purchased tickets for the same service do not entitle you to purchase additional tickets/passes without waiting in line or in excess of the established number.
1.7. By purchasing a ticket, you agree to the PANORAMA360 Observation Deck Visitor Rules in full and agree that the event organizer is not responsible for any damage to property or health during your visit to the Observation Deck, whether related to the provision of Observation Deck services or not; for lost or otherwise misplaced property, valuables, and other items; for possible weather events and other meteorological conditions that directly or indirectly affected, or may affect, the provision of Observation Deck services and/or the experience of the services rendered; and in other cases stipulated by the Observation Deck Visitor Rules and ticket distribution terms.
1.8. By purchasing a ticket, you acknowledge that the Observation Deck is under video surveillance and agree that the image and/or likeness of Observation Deck visitors obtained through photography and/or video recording conducted within the Observation Deck’s designated areas may be used in any way, including for commercial purposes. All photographs and/or other recordings taken by visitors on the Observation Deck are for personal use only and may not be used for commercial purposes.
1.9. The Administration reserves the right to refuse any Observation Deck services without explanation and/or to remove from the Observation Deck any visitor who violates the Observation Deck Visitor Rules.
1.10. Persons under the influence of alcohol are not permitted to visit the Observation Deck.
1.11. In accordance with Federal Law No. 15-FZ of February 23, 2013, “On the Protection of Citizens’ Health from the Effects of Second-Hand Tobacco Smoke, the Consequences of Tobacco Consumption, or the Consumption of Nicotine-Containing Products,” visitors are prohibited from smoking, using electronic cigarettes, or using devices for consuming nicotine-containing products—electronic or other devices used to generate nicotine-containing or nicotine-free aerosol or vapor, including electronic nicotine delivery systems and tobacco heating devices—all within the Observation Deck.

Any demonstration or promotion of smoking in public places, including those occupied by minors, is prohibited. Observation Deck management and staff strictly enforce this prohibition, and any violation will result in denial of entry to the Observation Deck, as well as removal from the Observation Deck in the event of a violation of the prohibition established by this section of the Rules.
1.12. Visitors’ behavior on the Observation Deck must not disturb third parties, pose a threat to their life or health, or restrict their freedom in any way. Visitors are liable for the aforementioned actions in accordance with applicable law.
1.13. Visitors are liable, including financially, for any damage caused by their actions to other Visitors or to the property of the PANORAMA360 Observation Deck. The Accompanying Person (or legal representative if the Visitor is on the Observation Deck unaccompanied) is also liable, including financially, for any damage caused by the Visitor’s actions to other Visitors or to the property of the PANORAMA360 Observation Deck.
1.14. Visiting the PANORAMA360 Observation Deck with bulky luggage, strollers, bicycles, or other items whose combined dimensions (except in specially authorized cases) for length, width (two diameters or axes at the base of the roll), and height exceed 150 cm is prohibited. Long items exceeding 220 cm are prohibited. For the convenience of visitors with luggage, strollers, bicycles, etc., a cloakroom is available on the Observation Deck. Visitors are encouraged to use it for a comfortable visit to the Observation Deck.

The Observation Deck is not responsible for property (money, mobile phones, documents, keys, etc.) left in coat pockets or other items deposited for safekeeping.
1.15. The PANORAMA360 Observation Deck and the services engaged to ensure security and access control (private security companies) are responsible for ensuring compliance with these Rules.
1.16. If an announcement is made over the PANORAMA360 Observation Deck’s public address system regarding the need for a Visitor to appear at a specific location within the PANORAMA360 Observation Deck, the Visitor is required to proceed immediately to the designated location.
1.17. Certain areas of the PANORAMA360 Observation Deck may be closed or restricted at the discretion of the PANORAMA360 Observation Deck’s management.

2. OBTAINING A TICKET TO THE PANORAMA360 OBSERVATION DECK
2.1. To obtain a ticket to the Observation Deck, a staff member has the right to request identification, namely a Russian citizen’s passport (domestic or international), a foreign citizen’s passport, a residence permit, a temporary residence permit, a military ID card, a military ID card, a temporary Russian citizen’s ID card, departmental ID cards, a Muscovite Social Card, a driver’s license, or a birth certificate.
2.2. Children 14 years of age and younger are admitted only when accompanied by an adult. Accompanying persons are obligated to ensure that accompanied children are not left unattended anywhere on the Observation Deck. The Observation Deck is not responsible for the life and health of children left unattended by their parents, legal guardians, or other persons responsible for the child, including accompanying persons.
2.3. A ticket purchased online, specifically on the official PANORAMA360 website and partner websites, grants access to the PANORAMA360 Observation Deck without activation at the box office.
2.4. Tickets cannot be exchanged or refunded if damaged, lost, or otherwise misplaced. Tickets must be kept until the end of the event and presented to the administration or security upon request.
2.5. Visitors are required to keep their tickets until the end of their stay at the PANORAMA360 Observation Deck.
2.6. If a Visitor is more than 1 hour late for the start of the session indicated on the Ticket, they may be admitted to the PANORAMA360 Observation Deck at any subsequent session during the day indicated on the Ticket, subject to availability in the relevant session.
2.7. The Ticket is valid for a single visit to the PANORAMA360 Observation Deck. The Ticket cannot be used for re-entry to the PANORAMA360 Observation Deck.

3. OBTAINING TICKETS TO THE PANORAMA360 OBSERVATION DECK FOR ORGANIZED GROUPS
3.1. Tickets can be purchased by bank transfer or in cash at the box office located at: Moscow, Presnenskaya Nab. 12, Federation Tower East, 2nd Floor.

4. ACCESS TO AND VISIT TO THE PANORAMA360 OBSERVATION DECK
4.1. All persons entering the Federation Tower and the PANORAMA360 observation deck, including all carry-on baggage and all incoming vehicles, are subject to inspection at checkpoints to prevent the carriage of prohibited items or substances.

These include:
• Weapons: firearms, gas pistols, traumatic pistols, pneumatic pistols, ammunition, cartridges, and charges. Combat, service, hunting, sporting, signal, and national souvenir weapons, as well as components and elements of the listed types of weapons and ammunition (charges).
• Melee weapons: cutting (swords, axes, poleaxes, etc.), stabbing (knives, dirks, pikes, etc.), stabbing-cutting (daggers, broadswords, etc.), stabbing-cutting (knives, sabers, etc.), striking-crushing (brass knuckles, flails, nunchucks, telescopic batons, etc.), throwing (crossbows, boomerangs, shurikens, darts, etc.).
• Special protective equipment and active defense (bulletproof vests, protective helmets and masks, gas sprayers and tear gas aerosol devices; electroshock devices and spark gaps, stun guns; flash-bang devices, rubber (wooden, metal, etc.) batons (batons); handcuffs, hand gas grenades, flash and acoustic projectiles, etc.).
The listed items and substances are prohibited from being carried, even if the citizen has the required permits.
• Explosives (solid, liquid, gaseous, and others).
• Toxic substances/radioactive substances.
• Narcotic and psychotropic substances (tablets, capsules, powders, herbal mixtures, plastic balls or substances, liquids, etc.).
• Fire-hazardous, flammable, toxic, and strong-smelling substances (fuel and lubricants, paints and varnishes, solvents, alcohol-based substances, gas cylinders and other substances, any components of chemical production and toxic substances capable of harming the health of citizens, acids and alkalis, corrosive substances, mercury, chlorine, biologically hazardous substances (infected blood, various samples of viruses and bacteria), fire extinguishers, etc.
• Pyrotechnic objects and substances (fireworks, fountains, firecrackers, flare guns, firecrackers, etc.).
• Objects and substances that can be identified as prohibited or dangerous (including replica weapons, etc.).
• Sharpened objects (including bladed weapons): axes, pincers, hooks (crowbars, crowbars), spiked surfaces, harpoons, spears, ceremonial and religious knives, etc.; Knives of any material (iron, ceramic, polymer); dangerous razor blades; scalpels, scissors with blades longer than 5 cm; ski poles; drills; folding knives; screwdrivers, hammers, pliers, saws, drills and other carpentry and metalworking tools, etc.
• Blunt objects capable of causing injury: baseball, cricket and softball bats, golf clubs, hockey clubs, boat oars, billiard cues of all types, fishing rods, etc.
• Vehicles: bicycles, scooters, kick scooters, roller skates, skateboards and other wheeled vehicles, jumping devices, etc.
• Alcoholic beverages.
• Large carry-on baggage (suitcases, bags, backpacks, etc. larger than 40x80x30 cm).
• Any liquids and Food products, glass (ceramic, porcelain) tableware, aerosols and sprays (hairspray, deodorants, antistatic spray, etc.), medical equipment, mercury thermometers, etc.
• Animals and birds.

4.2. All individuals entering the Federation Tower and the PANORAMA360 observation deck acknowledge that the elevator to the PANORAMA360 observation deck is a high-risk area. All elevator passengers must strictly adhere to the elevator operating rules and behave carefully and attentively. Do not lean against the elevator doors or obstruct other passengers’ entry or exit. Prepare to exit when approaching the destination floor.
When ascending or descending the elevator, the following is prohibited:
• Unaccompanied preschool children.
• Use the elevator if the elevator is smoky or there is a burning smell.
• Smoking in the elevator car or transporting explosive, flammable, or toxic cargo.
• Entering the elevator shaft or pit.
• Overloading the elevator.
• Holding the elevator doors closed when boarding or disembarking.
4.3. If the number of Visitors specified in Section 1.3. of these Rules is exceeded, or if the elevators of the Federation Tower of the Moscow-City International Business Center are technically unusable (including due to overload or exceeding their technical capacity), or if technical circumstances arise that affect the operation of the elevators of the Federation Tower of the Moscow-City International Business Center, the PANORAMA360 Observation Deck reserves the right to delay the start of the Observation Deck visit.

4.4. If force majeure circumstances arise during the provision of services that affect the operation of the elevators in the Federation Tower of the Moscow-City MIBC, or if the elevators are technically unusable, the PANORAMA360 Observation Deck may instruct Visitors to descend the emergency stairs or wait until the circumstances affecting the elevators cease.
4.5. The PANORAMA360 Observation Deck shall not be liable to Visitors or third parties for the circumstances specified in paragraphs 4.3 and 4.4 of these Rules or for any consequences arising from such circumstances, including material and moral damages.
4.6. During the session, the following is strictly prohibited:
• Smoking on the grounds and premises of the PANORAMA360 Observation Deck.
• Entering or exiting the elevator without the permission of the elevator operator.
• Applying inscriptions or posting informational materials.
• Wearing dirty or staining clothing.
• Entering premises designated for official use.

4.7. Photography and/or video recording using phones, amateur cameras, DSLRs, and digital cameras is permitted on the PANORAMA360 Observation Deck, as well as photography and/or video recording of friends and family members on phones. The use of any stationary equipment, including but not limited to tripods, stabilizers, reflectors, and additional lighting equipment, is prohibited when photographing and/or video recording.
4.8. Photography and/or video recording on the PANORAMA360 Observation Deck using DSLRs and digital cameras, stationary equipment, tripods, stabilizers, reflectors, or additional lighting equipment, is permitted with prior approval from the PANORAMA360 Observation Deck Press Service and is subject to contractual pricing established by the PANORAMA360 Observation Deck Management.
4.9. When visiting the PANORAMA360 Observation Deck, Visitors have the opportunity to receive a signature compliment from the PANORAMA360 Observation Deck—one ice cream cone upon presentation of their ticket. One (1) ticket entitles visitors to one (1) ice cream cone. The type, flavor, and quantity of ice cream provided are selected at the discretion of the Administration.
4.10. Entertainment and animation events may be held on the PANORAMA360 Observation Deck at no additional charge, the program and schedule of which are determined by the Organizer independently. Visitors are informed and agree that the Administration may unilaterally change the program and schedule of these events, including their cancellation, at its discretion. This clause does not apply to entertainment events held by the Organizer with the corresponding tickets.

5. FINAL PROVISIONS
5.1. The PANORAMA360 Observation Deck Administration reserves the right to make temporary amendments and additions to these Rules by issuing an Order or Directive.
5.2. The PANORAMA360 Observation Deck Administration reserves the right to amend these Rules unilaterally.
